Home MS measures the latency of your connection to WoW's chat, auction house, and guild servers. World MS measures your latency to the actual game server that handles combat, NPCs, and movement. If your Home MS is low but your World MS is high, the instance server is lagging or your ISP is struggling to route UDP combat packets.
